The Soviet Communist government established in 1925 the Society for the Agricultural Employment of Working Jews, OZET, to promote the formation of its Jewish Autonomous Region. From 1928–33, the Soviet Jews were urged to settle in specific rural areas, including the Ukraine and the Crimea. Along with its dissemination of propaganda, OZET held lotteries to raise funds for this relocation. Dlugach designed many OZET graphics and created this bold Constructivist poster using a montage of illustrations, together with inscriptions that read, "Let us finish the old to build more quickly, if we participate in the OZET lottery" and "To increase Jewish toilers to agricultural work."
